8th Meeting of the Council of ASEAN Chief Justices

The Supreme People’s Court of Vietnam successfully hosted the 8th Meeting of the Council of ASEAN Chief Justices (“CACJ”) on 5 November 2020 in Hanoi. This was an historic meeting as this was the first ever CACJ Meeting conducted virtually. The Council was originally scheduled to meet in Hanoi in September but was rescheduled and held online as a result of the COVID-19 pandemic.

At the meeting, the Hon. Nguyen Hoa Binh, President of the Supreme People’s Court of Vietnam, was elected as Chair of the CACJ. The Council discussed at length the challenges posed by the COVID-19 pandemic on the ASEAN Judiciaries and identified possible solutions to cope with the effects of the pandemic while ensuring the continued administration of justice. The Council agreed to strengthen regional judicial cooperation by sharing and showcasing in the ASEAN Judiciaries Portal the responses of the ASEAN Judiciaries to the COVID-19 pandemic. The Council also deliberated and agreed on the work agenda and events for the forthcoming year. This included judicial training, court excellence, development of regional legal frameworks, and strengthening engagements with regional partners.

Meeting of the Working Group on the ASEAN+ Meetings

The Working Group on ASEAN+ Meetings (“ASEAN+ WG”) met virtually on 24 September 2020 to discuss the results of the survey on ASEAN judicial needs and legal engagements with China, Japan and South Korea. Survey results show that most of the ASEAN Judiciaries do have some form of engagement with China and mutual visits between the courts and/or their respective training institutions, but progressively less so with Japan and Korea. The meeting also agreed to move back the timeline of the ASEAN+ WG workplan by about one year to take into account the disruptions caused by the COVID-19 pandemic. Finally, the meeting agreed to explore potential engagement with non-judiciary international organisations as part of the subsequent stages of the ASEAN+ WG’s workplan.

Meeting of the Working Group on the ASEAN Judiciaries Portal

The Working Group on the ASEAN Judiciaries Portal (“AJP”) met virtually on 14 August 2020. This was the first CACJ Working Group meeting to have been held virtually. The meeting updated that the AJP system enhancements have been completed, including the training marketplace and case repository, and materials have been uploaded on both features. The meeting also noted that the AJP has continued to see an upward trend in the site-visit statistics, with visitors from a wide range of countries. A survey on the functionality of the members-only section of the AJP was conducted at the end of the meeting.
