The 11th Meeting of the Council of ASEAN Chief Justices (“CACJ”) took place on 20 November 2024. In conjunction with that meeting, the First ASEAN Insolvency Judges Meeting and the 2nd ASEAN+ Meeting took place on 19 November 2024.

The Supreme Court of the Philippines hosted the meetings at the Shangri-La Mactan, Cebu. The Hon. Alexander G. Gesmundo, the Chief Justice of the Supreme Court of the Philippines, was elected as Chair of the CACJ at the opening of the 11th CACJ Meeting.

The First Meeting of ASEAN Insolvency Judges was held on 19 November 2024, on the sidelines of the 11th CACJ Meeting held in Cebu, the Philippines. Organised by the Singapore Judiciary and hosted by the Philippines Judiciary, the meeting was attended by Insolvency Judges from all ASEAN Member States, bringing with them their subject matter expertise. The meeting fostered an understanding of the framework for insolvency and restructuring in the respective ASEAN jurisdictions and provided a forum for an exchange of experiences and perspectives on dealing with cross-border insolvency matters, which led to an initial assessment of potential areas for collaboration.  A Standing Meeting of ASEAN Insolvency Judges was thereafter approved by the CACJ.

The 2nd ASEAN+ Meeting between the CACJ and the judiciaries of the People’s Republic of China, Japan and the Republic of Korea, took place in hybrid-format on 19 November 2024, on the sidelines of the 11th CACJ Meeting held in Cebu, the Philippines. The theme for the meeting was “The Use of Court Technology to Enhance Access to Justice.” The meeting concluded with a proposal to establish formal collaboration between the CACJ and the judiciaries of the People’s Republic of China, Japan and the Republic of Korea in the area of court technology.

The Council of ASEAN Chief Justices (CACJ) welcomes Chief Justice of the Supreme Court of Indonesia, The Hon. Prof. (HCUA) Dr. H. Sunarto, S.H., M.H., to the CACJ. The Honourable Sunarto was elected Chief Justice for a five-year term from 2024 to 2029 during a Special Plenary Session on 16 October 2024 and was sworn in on 22 October 2024.

The CACJ expresses its appreciation for the contributions of former Chief Justice Prof. Dr. H M Syariffudin, S.H., M.H., to the work of the CACJ in advancing the Rule of Law within ASEAN.

The Council of ASEAN Chief Justices (CACJ) welcomes Chanakarn Theeravechpolkul to the CACJ. Chanakarn Theeravechpolkul was appointed as the 50th President of the Supreme Court of Thailand with effect from 1 October 2024.

The CACJ expresses its appreciation for the contributions of former President of the Supreme Court of Thailand Anocha Chevitsophon to the work of the CACJ in advancing the Rule of Law within ASEAN.

The Council of ASEAN Chief Justice (CACJ) welcomes Chief Justice of the Supreme People’s Court of the Socialist Republic of Vietnam, The Hon. Le Minh Tri, to the CACJ. The honorable Le Minh Tri was elected as the Chief Justice by the National Assembly of the Socialist Republic of Vietnam for the 2021-2026 term, since August, 26th 2024.

The CACJ expresses its appreciation for the contributions of former Chief Justice of the Supreme People’s Court of the Socialist Republic of Vietnam, The Honorable Nguyen Hoa Binh, to the work of the CACJ in promoting and advancing the Rule of Law within ASEAN.

We are pleased to share with you the newly launched Council of ASEAN Chief Justices (CACJ) E-learning Portal (Portal).

The Portal is a dedicated learning platform for judges that aims to address the critical need for continuing learning amidst a dynamic legal landscape facing globalization and modernization.

The CACJ, through the Working Group on Judicial Education and Training, developed the Portal in collaboration with the Asian Development Bank’s (ADB) Law and Policy Reform (LPR) Program. Through the LPR Program, ADB contributes to forming strong and well-equipped judiciaries that uphold the rule of law, which are essential to ensuring that development goals are met in ADB developing member countries.

For its maiden course offering, the Portal features a course on International Commercial Arbitration and ASEAN Judges. It provides ASEAN judges with specialist knowledge in international commercial arbitration, to respond to the latter’s emergence as the preferred means of resolving international commercial disputes all over the world.

The inaugural Council of ASEAN Chief Justices’ (CACJ) Retreat was held on 20 October, alongside the 14th ALA General Assembly and ASEAN Law Conference in Kuala Lumpur, Malaysia. Hosted by the Malaysian Judiciary, the inaugural CACJ Retreat provided the forum for the Chief Justices (CJs) to reaffirm the ASEAN Judiciaries’ strategic and cohesive approach towards deepening judicial cooperation and upholding the Rule of Law in ASEAN.

At the 10th CACJ meeting in November 2022, the CACJ agreed to convene a Retreat once every decade to reflect on CACJ’s milestones and achievements over the past ten years and chart the CACJ’s strategic agenda for the next 10 years. The CACJ continues to mature as a forum for judicial cooperation in ASEAN.

The 10th Meeting of the Council of ASEAN Chief Justices (the “CACJ“), and the Inaugural ASEAN+3 Meeting took place on 4 and 5 November 2022 respectively.

The Malaysian Judiciary hosted both meetings at the Grand Hyatt Hotel, Kuala Lumpur, Malaysia. For the first time since the onset of the COVID-19 pandemic, the Chief Justices, Heads of Delegations, and senior judicial officials of the ASEAN Judiciaries were able to meet in-person.
